In the spring of the Year of the Rabbit, the people of Shanghai, together with people of all ethnic groups across the country, are striving for a good start to the Twelfth Five-Year Plan. Good news about “innovation-driven, transformation-led development” keeps coming. Housing, employment, healthcare, social security — matters concerning people’s livelihoods — are being actively improved. Shanghai is full of spring vitality and enthusiasm. People’s hearts yearn for stability, for security. Everyone is working together to create new achievements for healthy economic and social development and for citizens to live and work in peace. Yet some ill-intentioned individuals at home and abroad are unwilling to see any of this, always trying to create incidents and cause disruptions. We must remain highly vigilant and never be careless.
Recently, the situation in some Middle Eastern and North African countries has been in violent turmoil. Society is unstable, people are suffering, and national development is severely hindered. At this very moment, some ill-intentioned individuals at home and abroad are fanning the flames, trying to create similar “big news” in China. Through online coordination and leaflet distribution, they spread rumors, stir contradictions, incite illegal gatherings, and seek to create incidents. Their goal is to exploit democracy as a banner, play up issues, deceive people, attempt to incite “street politics,” and ultimately destabilize China. The general public is deeply disgusted by this. Those ill-intentioned people who wish chaos upon China will only make a fuss in vain.
After more than thirty years of reform and opening up, the broad masses of people are beneficiaries. The people support reform and opening up, hope for national stability, harmony, prosperity, and oppose pointless折腾. Stability is a matter of whether the Chinese nation can seize the strategic opportunity period to grow strong, whether it can maintain the excellent situation of harmonious development and gradual improvement of people’s lives. Shanghai is currently at a critical stage of development. Many contradictions and difficulties lie ahead. Only with social harmony and stability can we continuously solve problems and improve people’s livelihoods. Only by focusing wholeheartedly on development can we move toward a better tomorrow. The broad masses of people see this very clearly, knowing deeply that without stability, there will be no vibrant, thriving China, no national rejuvenation or people’s welfare. Stability is the common aspiration of the people, the shared will and voice of the masses. This is the foundation that gives us the conditions and confidence to maintain social harmony and stability.
To maintain social harmony and stability, we must firmly establish the Party’s mass viewpoint and earnestly do current mass work well. Party and government organizations at all levels and cadres must genuinely care about the people’s demands, do more good things, practical things, and difficult things for the people, and properly handle matters concerning people’s interests from the political height of consolidating the Party’s ruling foundation, such as price stability, housing price regulation, healthcare system reform, and major project construction. The broad masses should stand firm in their positions, do their own work well, cherish and consciously maintain the hard-won stable situation like they cherish their own eyes. Toward the provocations and instigations of those ill-intentioned people, they should firmly take a stand, resolutely not believe rumors, not spread rumors, not participate, seize the current strategic opportunity period, and create a better life with their own hands!
